I've learned from a member of the 45th Weather Squadron that this patch was never used or ordered by the unit. It's based on artwork from a T-shirt design that the unit made; [b]Patches and Pins, Etc[/b] (Randy Hunt, aka 4gator on eBay) used the T-shirt design as the basis for this patch and tried to sell them to the unit. The unit turned down the patches and they were subsequently sold on the resale market.
